Cuban government to allow players to sign overseas contracts and keep most of the money

For the first time since 1959, players will be allowed to sign and play overseas and will keep most of the money. This is presumably to reduce defections and allow the home talent to play at home.

How the Cuban baseball and basketball leagues will be affected is still up in the air.

Players will still not be allowed to play in MLB because 20% of the US embargo on money to the Cuban government.

Could players play for the Blue Jays?
