It means Barton is 100% and carter is going to be given a shot as DH. I am guessing allen is out of options so better trade him now than end of spring training.

If he is out of options
then good luck getting anything in return for him. Who’s more likely than the A’s to have room on the 25 man roster for an unproven 25 year old journeyman. No one will give anything for a guy they’ll likely have to DFA in a couple of months.
