Dan Feinstein, the Rays’ director of BB operations, has been hired by the #Athletics as their director of pro scouting/baseball development

Does this signify a change in the A's drafting philosophy? This offseason, Billy seems to be rearranging the ranks, below him. The Rays, although drafting in a higher place than the A's, have come up with a lot of talent in the draft the last few years.  Whose position is he taking? I haven't seen any front office exits in the news.
