The dismantling of the A's minor league affiliate system

Don't know if anyone else has noticed this in the last few days, but two days ago the A's lost their Short A affiliate of 10 years the Vancouver Canadians. And then today the A's lost their Single A affiliate Kane County Cougars. Now they may have a replacement team fall into their laps by default at the Single A level, because the Burlington Bees are currently parentless. However there are no Short A teams available. Leaving the A's down at least 1 minor league affiliate assuming they sign on with the Bees. And the A's have also yet to resign with their division winning AAA team the RiverCats. What gives would be my question. Other teams seems to be poucing on new minor league affiliates or re-upping their current ones...
