If USC is #2 or #3 when Cal plays them
it helps Cal, whether they win or lose.
If USC is #15 (or whatever they’d be after losing to Washington), Cal wouldn’t gain as much by beating them, and would drop, maybe out of the top 10, by losing to them.

Off the top of my head, take the top six teams, give 1 and 2 a week’s bye, have a 3/6 and 4/5 game, then the winners play the top two seeds, then those winners play for the title.

I'm fine with that, too
But I don’t think with a playoff system you can have your traditional conference matchups for, say, the Rose Bowl. Just rotate where the title game is held and it’s evenly spread out. It may never happen because there’s way too much money tied up in all this for anyone to risk losing a single penny in favor of a more fair system, though.
