Who Were Our PED Users in 2003??
OK-- let's assume an even distribution of the 104 positive tests-- that's 3.47 per each MLB 40 man roster. Of course the A's would be one of the leading candidates for being disproportionately high on that list, given BALCO, McGwire, Canseco, Giambi and their shared legacy. And if I'm anywhere near right about the testing missing an equal number, the actual number would be more like 7-8.
Correct me if I'm wrong, but didn't Adam Piatt fess up already? There's 1.

Menechino (I would be very surprised if neither he nor Miggy weren't juicing back then)
Other leading candidates among hitters: Chavez, Hernandez, Durazo, Guillen (who didn't start with the club)
Other potential pitching candidates-- and this becomes a guessing game of the highest sort:
Mulder (given all the injuries)
Harang
Mecir (older reliever trying to preserve career)
Rincon (ditto)
Now if you truly believe that the vast majority of players were juicing then, well you can add Chris Singleton (just joking, I think), Scott Hatteberg (the juicin' machine??), Mark Ellis, Eric Byrnes (and come to think of it, I'd say Byrnsie is probably a pretty strong suspect), Jermaine Dye, Ted Lilly, Tim Hudson and a few more relievers. Zito is one of the only people I'd remove from suspicion, and I'm probably wrong about him.
But none of the dozen or so guys I listed first (including Byrnes and Dye) would surprise me very much. Not saying all of them were juicing, but I'd bet most were.

Personally, I don't like playing a guessing game with something like this
I don’t feel it’s very fair to accuse players of drug use because of injury history, or for anything other than conclusive evidence for that matter. Sure, they could all have been using but come on man, give guys the benefit of the doubt a bit.
MLB isn’t entirely made up of cheaters and liars.
There are more than a handful of guys who have strict morals who want nothing more than to prove that they can make it without the help of a shot in the ass or some cream on the thighs…
I think the history of PEDs and the Union's apparently unwillingness to get them out of the sport makes it 100% ok to do what windyfelix is doing

…that this was random testing. It’s possible that people who weren’t tested were also using PEDs, and we don’t have a list of anyone who WAS tested and came up clean.
Not only that, but you could well have guys who used steroids before 2003 and cleaned up because their health was endangered or for legal issues. They’d test clean in 2003 but might have been using for the previous decade. I guess you could have guys who were clean for the previous decade, then used steroids in 2003 to recover faster from injury or who decided, knowing that steroid testing would probably be mandatory in a year or two, decided to switch to steroid use to prolong their fading careers (meaning their ability to earn millions of dollars).
We decry all this “cheating,” but for the majority of baseball players, the show may be the only chance in their lifetimes to earn six or seven figures a year, and when you know you won’t get caught, what’s the risk?

Why stop at '03? If we're playing the guessing game why not guess who was taking PEDs in 1973?
And who really cares. Technically they weren’t breaking any MLB rules in 2003, and before, so what does it matter? You can’t fault someone for trying to improve their performance on the job when it’s at no ones detriment, less possibly their own, and everybody was free to do it.
Maybe we should...
Tie a stone to them and throw them in the lake… if they float, we kill them for being witches. If they drown, they get to go to Heaven… it’s win-win
