I'm still on the fence for this one
My initial instinct is to go for Figueroa because of the scouting opinion and the nice K-rate, but I’m concerned that at his age he still hasn’t quite figured out his control issues.
Although, nobody else on the list really inspires me. Maybe Dixon or Spencer but both have plenty of red flags. I’ll have to think this one over for a while.

based on the post in the last thread about the A’s seriously considering turning him into a starter.
Figueroa would be a fine choice too, IMO.

I love the athleticism.
Henry can’t/won’t find the strike zone and Figueroa has age working against him. I like Storey but his fastball is average as a RP and I want to see how he holds up as a minor league SP before considering him for the big league rotation.

Regardless, there aren't a whole lot of good right handed relievers
throwing under 90 most of the time.

Average would definitely be generous then. In very SSS he dominated AA and AAA; we’ll have to see how he does this year. Still, I selected him over a bunch of guys that can’t get the ball over the plate or can’t make contact with a baseball. It was him or Spencer for me.

After excluding knuckleballers, lefties, and known submariners,
I only came up with 13 relief pitchers in the whole majors last season who threw under 89 MPH. 3 of those were so bad they were below replacement level. The only ones who cracked 1 WAR were Trevor Hoffman, Burke Badenhop (barely) and, of all people, Kiko Calero.
If we assume he loses the typical 2 MPH or so as a starter, there was exactly uno right-handed SP who qualified in terms of IP and threw at less than 88 MPH: Livan Hernandez. Even raising the MPH limit to 88 and cutting the IP requirement to 80 gives only seven pitchers (excluding Tim Wakefield obviously), not a single one of whom posted an ERA under 5 this season.
He’s fighting a seriously uphill battle here. Justin Duchscherer is about the ONLY good pitcher with an 86 MPH righthanded fastball.

The basics…
Grade MPH

But when you you split it into half scores…

That’s average velocity of a fastball, with no (apparent) differential made between a 2-seam and 4-seam fastball. And that’s looking at 230 RHP who had thrown 300 or more fastballs this season.
Final score: 92% of those RHP threw at least 89 MPH.

This confounds me
I looked at every hitter with 250 PA this season, sorted by average velocity of fastballs seen, and found the median hitter. (As it happens, it was Franklin Gutierrez.) The average velocity of a fastball thrown to Gutierrez was 91.2 MPH.
And that’s ALL fastballs, not just right-handed fastballs. Surely the average RHP fastball is higher velocity than that.

I think I see the problem
55.7% of all RHP throw fastballs at an average velocity of 92 MPH or greater.
80% of all RHP in the survey throw at least 90.5 MPH.
Therefore the mean fastball speed in MLB is higher than “average” fastball velocity from a RHP.

It's just a statistical effect
I don’t think there’s any evidence at all that left-handed people in general have weaker arms than righties. But the structure of baseball is such that it has a permanent demand for a higher percentage of pitchers to be left-handed than the percentage of lefties in the general population. If lefties are 10% of the population but you want 30% of your pitchers to be lefties (and I just pulled those numbers out of my rear end, for the sake of argument), then you have to be willing to expand your selection criteria beyond the hardest throwers in a way that’s unnecessary for righties.

There’s less selective pressure on lefties than on righties.
It’s the exact same reason why the boys in high school musicals are invariably much worse singers than the girls. You need just as many of them but have a much smaller population to choose from…

Dominated at AA and pitched pretty well at AAA. Good stuff. Will probably be in our pen at some point in 2010 as well.
Figueroa question
Does anyone know anything about his batted ball profile? A career HR/9 of 0.5 is pretty tasty, and it makes me think that he gets a lot of ground balls. It’s pretty likely that I will vote for him regardless of the answer to this question, but it would be nice to know.
Also, for the record, his low HR rate is not being driven by his stint in the Midwest League. He allowed only 3 HR in 65.2 innings at Stockton this year. Back in 2006, he managed to keep his HR/9 below 1 while pitching in Arizona. If the rookie league is anything like the fall league, then it’s hard to keep the ball in those parks (but it’s also short season rookie league from four seasons ago, so I probably shouldn’t spend too much time worrying about those numbers).

That’s true in the majors too, but I think they vet/train their people a bit more thoroughly at the MLB level. Still, there are massive park effects for LD rate at the MLB level (example: the Angels always seem to trail the league) which can basically only be explained as human error.

No one hits home runs in rookie leagues
There was one player— one!— with double-digit HR in the AZL this season. Those guys aren’t well-developed enough to hit HRs without metal bats.
That said I don’t really think ancient AZL stats are really relevant any which way you look at it…

I’m going to have to go process of elimination. I already know Rodriguez and Peterson are out, because of being not very good.
Krol vs. Figueroa is precisely that age-vs.-stuff debate that I referenced on some other thread earlier today. Stuff wins, so Krol is out.
Storey hasn’t dominated above A-ball and doesn’t have great scouting reports to make up for it. Demel sort of has. Storey is out.
I’m not a huge fan of Spencer’s— too much of a “poor man’s Kendry Morales” vibe to me. Dixon has gaping flaws but after considering the reports from instructs, I’m willing to give him a mulligan on the season and say he just wasn’t ready for the league he was playing at. He’s a project, but the tools are there. Still, I’m unenthusiastic enough about both that they’re both out.
So it’s Demel vs. Figueroa. Figueroa is a starter with similar-ish K and BB numbers, albeit at a lower league. Figueroa it is.
I prefer Ryan Ortiz to any of these position players… though I wouldn’t favor him over Figueroa so it’s not a crime that he’s not on yet. He should be on there soon though.

but it’s not an obvious call. My reasoning is a lot like Paul’s above, but at the final decision node I go with AA-over-A instead of SP-over-RP. I’m highly skeptical of anyone who hasn’t been tested in AA yet.

Hold up, lemme find the scouting reports.
Off the top of my head, Marks has average velocity and four average-ish pitches with good pitchability, Krol has a good breaking ball, and has recently been clocked at around 86-88, whereas Figueroa throws in the 94 range. I can’t recall what Figueroa’s offspeed pitches are like, I’ll see if I can find something official.

I was gonna reference you to the minorleagueball thread about their system,
but I see you’ve already posted on it. They’ve got 11 B- or better prospects, yes, but only 4 B or better prospects, and I think Sickels is a little too high on Trout. The A’s should come in much better than that.
Carter, Wallace, Cardenas, Weeks, Desme, and Green should probably all be B or better. Green is questionable I guess.

The seem to put a lot of emphasis on premium talent. A's top prospects -- Green,
Carter, Wallace, Cardenas, Weeks — aren’t Top 10 or even probably Top 25 types. Ynoa could have been, but it doesn’t sound like they’re ranking him up there.

Even though myself, and fellow season ticket holder’s cringed when seeing his debut at the Coliseum, I have to go with Henry.
I always observed Landon adept at handling wild pitches with grace. When H-Rod came in Powell was visibly aggravated at H-Rod’s lack of control. I think the back-top also was permanently marked by one of his wild-pitches. I was spying to see if Curt Young performed a face-palm during his debut, none were visible.
Call me crazy, I still think his ability to throw the the Sh** out of the ball and his high K ratio in the minors deserves a vote.
If you're going to vote for someone who does not actually know how to play the game of "baseball" competently,
why not vote for Dixon? At least he has real upside… far, far, faaaaaaar away upside, but…

My only counter argument is that being a true fan sometimes requires the irrational vote for a player based on observing a player up close and in person.
When I watched H-Rod’s debut he sparked with a blue ethereal flame of fast-ball charisma. I know you have waxed poetic about Kilby’s value in previous posts, but to use him as an example: he really doesn’t excite in person. Especially last September when H-Rod and Brad Kilby made pitching appearances next to one another. The ball disappearing parlour trick didn’t excite, while H-Rod throwing 100 on the Oakland scoreboard did, as I naively dream the organization has another prospect who in theory might blossom into a Nolan Ryan type.
I vote H-Rod as a self admitted irrational fan, one that continues to place his marriage in danger by renewing his A’s season tickets year after year.

Well, front-paging this had the predictable effect
of biasing the vote heavily in favor of guys with heavy name recognition. Either that, or someone is ballot-stuffing, which is an even worse notion. Although I doubt it. Not really the right vote patterns for it.

I didn’t vote for him but I don’t have too many prospects above him at the moment.
This is not correct
Early on Figueroa had more votes; even after it had a chance to settle down it was like 60-52 for Rodriguez when the thread was front-paged.

Yeah, I saw it too.
Henry had a slight lead when I voted, and I think it’s a better than 50% chance he would have won, but it was going to be pretty close. Whereas now it’s a blowout where he has almost twice as many votes as the next guy.

But I agree that putting these posts on the front page is bad for the poll (and I would therefore request to mods that they refrain from doing so again).
This poll is delicately balanced between populism and elitism. We do want to keep the vote open to everyone, but at the same time we’d like to at least restrict it to those who care enough to pay attention to all the candidates.
(I say this as one who is ready to vote for Gregorio Petit now. I’d like to see him get his fair shake and I’d even put forth an argument in his favor. But I want him voted in when the thoughtful electorate is ready to vote him in. If he were on the list and it was promoted to the front page, he’d win in a landslide — as would Tommy Everidge, if he were listed — and even though I’m a Petit backer, that’s not how I’d want it.)

I doubt this will hold a lot of water with AN but...
One thing to mention is the shot callers within the organization looked at HRod while the others were noticeably absent. As much as I love arm chair GMing discussions (I really do…no sarcasm) there seems to be a lack of perfect choices at this point. And although call ups happen for reasons other then who is “ready” some of these arguments seem a lot flimsier then where the A’s rank their prospects internally.
I admit at this point I am losing touch with any familiarity of the names. All I can do is make the best decision I can using the content provided so all of my votes at this point are ‘influenced’. The other option for me is to stop voting which I will give some considerable thought; since I hate when people vote along popular lines without knowledge of wtf they are even voting for.

There are no remaining "prospects" on the list who were on the 40-man roster in September...
other than guys who had already been called up earlier in the season (Mortensen, Everidge).
Calling up someone else would have necessitated releasing or outrighting an extra player.

In fact if Henry wins, next time I’ll be voting for someone I’ve never seen, even on film. The odds of any of the remaining players making a real contribution in the majors is pretty slim. It’s all fun anyway. This poll has no real world impact.

There does come a point where you have to say
“I really don’t have an informed opinion”, and decide to stop voting.
I remember last year, some time around the mid 20s I started to think about that. I looked at the smart people commenting in the thread and I thought, “Those guys know way more than I do.” But then I looked at the poll and saw that it stillgot 200 votes, and I thought, “OK, I may not know all that much, but I do have some clue, and I don’t think I’m more uninformed than all 200 of the other voters,” so I kept voting a little longer.
Then some time in the 30s I really did have no clue whatsoever, so then I stopped voting than.

Well IIRC i stopped about ten rounds before the end
Also I knew a lot less about the A’s system last year. I had just got done working on a US Senate campaign and hadn’t had the time to follow it as closely. That being said there were several rounds where I waited, evaluated the arguments of others for and against their prospects and made decisions mostly based on what arguments I found to be persuasive. When it became solely base on that is when I stopped.
